Thomas (Tom) P. Ash, M.S. Ed., B.S. – Associate


Tom earned his BS in education (magna cum laude) from Bowling Green State University and his Master of Science in Education at Youngstown State University. He is a licensed school superintendent with over 48 years of proven successful leadership and management experience in public education. Tom’s experience ranges from the classroom to superintendent and Director of Governmental Relations for the Buckeye Association of School Administrators. He represented the public school district before the Ohio General assembly for 14 years. Tom has received many honors and recognitions in his career, including the Ohio Administrator of the Year by OELMA, Exemplary Service Award by BASA, Warren Russel Leadership Award, and many more. Tom is very active in state organizations serving on several committees, and has been editor of “The Management Guide for School Leaders” for 20 years. Tom has also served as president of the Buckeye Association of School Administrators, among many leadership positions. Christopher Ashley, BA – Associate


Chris earned a Bachelor of Arts in Hotel & Restaurant Management from Mercyhurst College and has 36 years of successful management experience in all facets of the Hospitality Industry with a concentration in food service management. Chris started his career as Food & Beverage Manager for a corporate hotel in west-central Pennsylvania. In less than a year, he was promoted to the largest volume hotel in the corporation. While there, he achieved the most efficient beverage and entertainment costs within the corporation. He next managed College and Healthcare operations and was promoted to Department Director for Saga Corporation's College Food Service Contracts Division, acquired by Marriott Corporation and later by Sodexho. As the Director, Chris won the Financial Accountability Aware for the most cost-effective operation in a 7-state region and raised customer satisfaction from the 50th percentile to the 97th percentile among 600 locations. He joined Springfield City School District in 2008 as Food Service Director. In less than two years, he eliminated the department's deficity spending of $380,000 annually to a positive annual balance of $400,000 and contributed up to $300,000 annually to the General Fund. OASBO recognized Chris by being nominated as the Food Service Director of the Year for 2013 for his turn around efforts at Springfield. Chris is pleased to provide his food service management skills to clients who wish to run their operations more efficiently and seek to break even or make a profit. Nicole Askew, MA, BA – Associate & CEO Smiling Owl, LLC

 

Nicole earned her BA in Cultural Anthropology from Antioch College and her MA in Management and Leadership from Antioch University. She is an experienced organizational leader with expertise in people systems, management coaching, and problem resolution. She has a professional background in education, organizational and strategic planning, marketing, project management, and business analysis. She brings an innate ability to quickly assess the organizational culture and needs, directly expose opportunities and build action plans for improvement.

 

As the founder and CEO of Smiling Owl, Nicole has assisted local businesses with logo creation, branding, creating and implementing various systems, hiring, training, employee retention programs, establishing and maintaining an online presence, marketing plans and creating and generating dashboards. She has led teams through construction phase, licensing, creation and operating. Nicole enlightens small business owners with the opportunities available to ease their to-do lists and minds. Kristine Blind, BA – Associate

 

Kristine attended Muskingum University, earning a BA with a double major in accounting and business management.

 

Kristine has over 25 years of school finance experience, most recently as CFO/Treasurer of Gahanna-Jefferson Public Schools and currently, London City School District. She has a wide range of experience, having served in numerous roles and district sizes throughout her career.

 

As a long-time OASBO member, Kristine has participated in numerous committees and is a seminar director, mentor, and frequent presenter. She currently serves on the OASBO Board as the Central Region Director. She is involved in several organizations, serving as a board member of the Rotary Club of London, a member of the Educator Standards Board, the ODE EMIS Advisory Council and as a Board member for META.

Randy Boroff, BS, M.Ed. - Associate


Randy earned his BS from Rutgers University in Health and Physcial Education and his M.Ed. in Educational Administration from Kean University in Union, New Jersey. He is a retired superintendent and has held positions as assistant superintendent, high school principal, assistant principal, and health/physical education teacher. He has over 42 years of successful school administrative experience and 49 years as an educator. Randy has received many honors and recognition in his career, including serving as President of the Ohio Association of Secondary School Administrators and President of the Buckeye Association of School Administrators. He has presented at numerous conferences and served on many state committees. Debbie Campbell, MA, BA - Associate


Debbie earned her BA in elementary education from Urbana University and her M. Ed. in curriculum and supervision from the University of Dayton.  She is a licensed school superintendent, asst. superintendent, elementary principal and 1-8 elementary teacher.  She has over 37 years of proven successful leadership and management experience.  Debbie’s experience ranges from the classroom to superintendent.  She has also spent time as an adjunct professor in higher education.  Debbie has received many honors and recognition in her career including the Recipient of Excellence in Education Award – Clark County.  Debbie is very active in state organizations serving on several committees, in addition to having served as President of the Buckeye Association of School Administrators and the Ohio Association of Local School Superintendents. Dolores M. Cramer, MA, BA, – Associate

 

Dee earned her MA and BA in organizational management from Bluffton University. She is a licensed school treasurer with over 39 years of proven successful school finance experience including 30 years of actual school treasurer experience. Dee’s experience as a Treasurer/CFO ranges from a district with a budget of $12 million to $60 million. Dee has been recognized numerous times for her work in developing training programs, seminars to help develop new and current Treasurer/CFO’s for many years. Before joining K-12 Business Consulting Dee’s last assignment was developing professional development curriculum and managing the mentoring program for the Ohio Association of School Business Officials. Matt Feasel, RSBFO - Associate

 

Matt earned a degree in business administration majoring in computer science.  He is a licensed school treasurer with 37 years’ experience in governmental accounting with 32 years of that as a school treasurer.  Matt’s experience in government began as Deputy Auditor for the Wood County Auditors Office and Treasurer positions at several school districts including Hilliard City Schools.  He is currently Treasurer of Pike, Delta, York Local Schools.   Matt has been recognized as the Northwest Region OASBO Distinguished Service Award winner, and is a past president of the Ohio Association of School Business Officials, and serves on several OASBO Committees. Frank Forsthoefel, BS, M.Ed. - Associate

 

Frank earned his BS in Elementary Education from Miami (OH) University and his M.Ed. in Educational Administration from Xavier University. He is licensed as an elementary (1-8) teacher, elementary principal, and superintendent. Frank has 34 years of leadership experience in public education as a teacher, assistant principal, principal, assistant superintendent, and superintendent. Frank's passion and expertise for executive coaching and leadership development would provide exemplary service to a school district. As superintendent, Frank was active in many state organizations such as High Aim, Learn21 Consortium, and BASA. Frank has been a faculty member in the School of Education at Xavier University for ten years and has taught classes in curriculum development, supervision of instruction, pupil personnel services, and superintendent seminars. Jeff Gordon, BA - Associate

 

Jeff earned his BS in business management from Hiram College and is a licensed Ohio Public School Business Manager with over 18 years of proven business management experience including 10 years as Director of Business Management of Olentangy Local Schools and 3 years as Director of Business Affairs for Crestwood Local Schools. Jeff's school business experience ranges from a district with 4 schools and 1,600 students to a district with 23 schools and over 18,000 students. Jeff has extensive experience in capital and facility mid-term and long-term planning with the Olentangy Local School District which has been the fastest growing school district in Ohio over the last decade creating extreme demands for facility construction, renovation and maintenance. Jeff is associated with K-12 Business Consulting to provide intermediate and long-term capital planning for equipment, furniture, vehicle replacement, facility maintenance and repair. He will work with your school district to develop a capital plan itemizing these needs to assist in prioritizing or demonstrating need for Permanent Improvement funds, Bond Issue Capital funds, or the most efficient allocation of limited General Fund resources to maintain facilities. Todd Griffith, BBA - Associate

 

Todd is Treasurer of rapidly growing Licking Heights LSD. He has served Licking Heights since July 2016 and has over 9 years' experience in school finance. Todd is an expert in EFP software and handles forecasting, budgeting, investing, accounts payable, accounts receivable, payroll and financial reporting. Prior to Licking Heights, he served as an administrator for South-Western City Schools as well as in the treasury department at Vandalia-Butler City Schools. Before entering the public sector, Todd worked in the financial industry for several years. Todd holds a bachelor's in business administration from Ohio University and completed his Treasurer's coursework from the University of Dayton. Rebecca Jenkins, BS, AS - Associate

 

Rebecca has earned her AS in accounting from Belmont Technical College, and BS degree in accounting from Wheeling Jesuit College.  She is a licensed school treasurer and business manager.  She has over 28 years of proven successful school finance experience including 15 years of actual school treasurer experience.  Rebecca’s experience as a Treasurer/CFO ranges from districts with a budget of $6 million to over $200 million.  Rebecca has received many awards in her career including the OASBO Presidents Award, GFOA Award for Excellence in Financial Reporting, and the 2010 Ohio School Treasurer of the Year Award. Rebecca is very active in state organizations serving on several committees, in addition to serving as President of the Ohio Association of School Business Officials in 2009. Rebecca is currently the Treasurer/CFO of the New Albany Local School District located in Central Ohio. Dennis A. Leone, Ed.D, MS, BS - Associate

 

Dr. Leone has a bachelor's degree in education from Bowling Green State University, a master's degree in public relations from American University, and a doctorate in educational administration from the University of Arkansas. He has over 40 years of proven successful experience in education as a teacher, principal and central office administrator -- which includes 23 years as superintendent of schools in Ohio. Dr. Leone is currently an assistant professor of educational administration at Ashland University. Dr. Leone's career spans service in small rural schools to being superintendent in a medium sized city school district, and being elected to the State Teachers Retirement System Board of Directors. During his career, he led several levy efforts, managed numerous negotiations, and handled several student and staff matters. He frequently testifies on proposed bills at the Statehouse and has been successful in writing legislation in Ohio. Dr. Leone has received several awards during his distinguished career including: GFOA Ohio Ethic's Award, BASA Distinguished Service Award, and BASA Exemplary Leadership Award, among others. Jenni L. Logan, MA Ed., BS

 

Jenni has earned her MA in school administration from Ohio University, along with a BS in business administration from Shawnee State University.  She is a licensed school treasurer and has earned her National Association of Securities Dealers Series 7. She has over 26 years of proven successful school finance experience including 18 years of actual school treasurer experience.  Jenni’s experience as a Treasurer/CFO ranges from a district with a budget of $12 million to over $200 million.  Jenni is very active in state organizations serving on several committees and is Past President of the Ohio Association of School Business Officials in 2006.   Jenni is currently the Treasurer/CFO of the Lakota Local School District the 9th largest district in Ohio. Kathleen D. Lowery, MA, BA - Associate

 

Kathy earned her BA in science from Otterbein University and her M. ED.  in guidance and counseling from The Ohio State University.  She is a licensed school superintendent, educational specialist, elementary/secondary principal, guidance and counseling and science teacher.  She has over 41 years of proven successful leadership and management experience.  Kathy’s experience ranges from private industry to superintendent.   Kathy has received many honors and recognition in her career including the Joint Civilian Orientation Conference Award; an honor from the Department of Defense awarded to only 38 professionals nationwide.  Kathy is very active in several community and educational organizations serving on many committees. Jeff McCuen, BA, CPA – Associate & Owner of McCuen's Accounting Services

 

Jeff earned his BS in accounting from The Ohio State University. He also is a licensed Certified Public Accountant and a licensed school treasurer with over 20 years of proven successful school finance experience including 7 years of school treasurer experience as Treasurer/CFO of Worthington City Schools and 13 years as Assistant Treasurer of Dublin City Schools. Dale Miller, CPA

 

Dale has a BA in administration and accounting from Urbana University and holds an active Certified Public Accounting license. He is completing dual associate degrees in Computer Networking and Software Design at Clark State University. Dale has over 32 years of governmental accounting experience and is a licensed school treasurer and business manager. In addition to operational level experience Dale also served on the West Liberty School Board for 12 years and has unique perspectives on school management and operations. Dale currently serves as Treasurer/CFO for Northeastern LSD and prior to that was Treasurer/CFO of the $130M Springfield City School District, and prior to that served 22 years as Finance Director for the City of Urbana. Dale brings considerable experience to school clients with expertise in state software manipulation and extraction into excel and other MS Office applications through his knowledge of Access and Visual Basic program language. Dustin W. Miller, PhD

 

Dustin is the Director of the EdD in Educational Administration and an Assistant Professor of Clinical Educational Studies in the College of Education and Human Ecology at The Ohio State University. He teaches courses on K-12 leadership, school improvement, and human resource management. Prior to OSU, Dustin spent 20 years in Dublin City Schools as a high school principal, middle school principal, director of secondary education, and an English teacher. He is a past president of the board of directors for the Ohio Association of Secondary School Administrators (OASSA) and held an appointment on the Ohio Department of Education Standards Board.

Christopher S. Mohr, MBA, BS, AS, RSBA, CGFM, OFAC - President

 

Chris has earned a MBA majoring in finance and administration, along with a BS in accounting from Miami University of Ohio, and an AS in business administration from Edison State College. He also holds a designation of Registered School Business Administrator and holds the Ohio Financial Accountability Certificate issued by the auditor of state's office. He has over 38 years of proven successful governmental finance and management experience and is a licensed school treasurer, business manager and holds an Ohio Health, Life and Variable Annuity license. He began his career at the Ohio Auditor of States Office as an examiner and field audit supervisor leaving that position to become Treasurer/CFO and Executive Director of Business Affairs of public school system in 1984. He has served district from $30 million to $200 million in budget and has managed both CFO and Director of Business Affairs simultaneously in Dublin and Springfield CSD. Chris has received many awards during his career including Ohio School Treasurer of the Year, Ohio School Business Manager of the Year and the Ohio Association of School Business Official's Virginia Ramsay Award for Distinguished Service to the profession. Karel Oxley, M. Ed., BA, ES – Associate


Karel earned her BA in elementary education from Mary Grove College and her M. Ed. in Guidance and Counseling at the University of Toledo and was bestowed a Honorary Doctorate of Humane Letters from Bluffton University.  She is a licensed school superintendent, asst. superintendent, elementary principal and 1-8 elementary teacher.  She has over 43 years of proven successful leadership and management experience.  Karel’s experience ranges from the classroom to superintendent. Karel has received many honors and recognition in her career including the Allen County Visionaries Distinguished Service Honor and Martin Luther King Leadership Award.  Karel is very active in state organizations serving on several committees, in addition to having served as President of the Buckeye Association of School Administrators and the Co-Director of Ohio Leadership Advisory Council. Cynthia J. Ritter, MAEd, RSFBO – Associate

Adam Zink, BA - Associate

 

Adam Zink earned a BA in accounting from the University of Cincinnati. He began his professional career with the Ohio Auditor of Sates Office as a project accountant with Local Government Services. As a project accountant, he worked on GAAP, OCBOA, and CAFR reporting for Ohio school districts, counties, cities, townships and villages. In this capacity, Adam worked on several Fiscal Emergency projects for Ohio school districts where he found a passion for developing five-year forecasts. In 2012, he left the Auditor of States Office to become the Treasurer/CFO of districts with budgets from $10 million to $40 million in Southwest Ohio. He holds an Ohio School Treasurer license, is a professional member of GFOA, and OASBO where he is also a past-president of the Ohio Valley OASBO chapter.  Currently Adam is the Assistant Treasurer of Ohio’s ninth largest K-12 school district, Lakota Local Schools in Butler County, Ohio.
